HERBAL
TRAINING and PROCESSING - Shown in photos are the officials
and members of (BUGCOS) Foundation Inc. - a service and
Christ-centered institution and an independent non-political
Social Action Center initiated a two-day seminar, scheduled August
21-22, 2005 focusing in the actual processing of medicines derived
from herbal/medicinal plants and in making organic fertilizers,
foliar fertilizers from organic materials being trained by the
Magsasaka at Siyentipiko para sa Pag-unlad ng Agrikultura (Masipag)

VENUE FOR SOLIDARITY IN MEDIA. Spearheaded by the Archdiocese
of Caceres, a press conference was launched last Saturday, August
20 at the Archbishop’s Palace, announcing the 6th Catholic Mass
Media Awards to kick-off August 22, this year. Shown in photo,

LUZON
DEVELOPMENT AGENDA. Camarines Sur Governor LRay Villafuerte
(right), concurrently chairman of the Bicol Regional Development
Council (RDC 5) and the Luzon Development Coordinating Council (LADCC)
in a one-on-one huddle with Metro Manila Development Authority (MMDA)
chairman Bayani F. Fernando during a break at the second meeting
of the LDCC held August 19 at the RDC IV Conference Room of the
NEDA Complex in Quezon City to rationalize priority inter-regional
development concerns for Luzon area. Among the issues threshed out
were recommendations for inter-modal transportation linkages,
particularly vital road networking, rehabilitation and resumption
of the PNR service to Bicol, and the on-going RORO and ports
development projects, geared at promoting closer physical
integration of Luzon provinces; issues related to poaching in
Philippine territorial waters; and a proposal to require business
establishments with head offices in Metro Manila or elsewhere to
pay their business taxes in the revenue district where the

DEVELOPMENT GAB - In a meeting of the Federation of Regional
Development Councils (FRDCs) of the Republic of the Philippines,
Inc. held last August 12, 2005 at the Multi-Purpose Hall, DBM
Arcache Bldg., in Malacañang, Manila, Camarines Sur Gov. LRay
Villafuerte (second from right) current FRDC vice president for
Luzon and presiding officer, discussed various LGU concerns among
them the Regional Lump-Sum Appropriations for repair and
maintenance of school buildings, status of LGUs share from Road
User’s Tax, and Kilos Asenso (a grassroots response to the MTPDP).

CONSERVATION
MEASURES – Aside from zeroing in on illegal fishers and other
miscreants in coastal areas along more than 1,400 kilometers of
coastline in Camarines Sur, other missions of the Bantay Dagat
task force launched by Governor LRay Villafuerte include
coordinating with the DENR in conservation efforts to protect
threatened and endangered marine species like the loggerhead
turtle shown above caught by fishermen last August 19 at Agay-ayan,
Tinambac, measuring 18 inches (carapace length), tagged No. 145 A
