Inefficiency at its worst


On June 22, 2004, I filed a letter with the local office of a national government agency in the City of Sorsogon, requesting for a certification that the said office has no project inside of covering the 54,000-square meter land which is situated one km. from the Sorsogon diversion road.

The land was awarded by the court in my favor through public auction, and I need the certification which is one of the requisites in transferring the title of the land in my name.

After I filed the letter last year, I was assured by the legal counsel of the government’s office that there was no problem about the certification I badly needed because really, there is no government project inside the land. Besides, the land was acquired by me through a public auction, hence, other requirements needed for the registration were considered as waived.

The legal counsel’s assurance didn’t help me in any way, however, and I was even perplexed as he himself wouldn’t issue the certification requested for reasons known only to him.

The legal counsel had already retired; I learned this after going back after later to the said government office to follow up again the certification.

So, I decided to talk once again with the chief of the office based in the city. But she was out of her office at the time of my visit.

I left a word to her assistants that my patience was already running short, considering that my request had remained unacted on for over a year already.

Besides, I also emphasized to them that under R.A. 6713 (Code of Conduct and Ethical Standards for Government Officials and Employees), a government official or employee may be charged administratively for failure to act or give a reply to a letter sent within 15 working days from receipt.
