SEN. RICHARD GORDON explains to the Naga media his bill that provides stiffer penalties for drunken and drug-influenced driving. The Gordon Bill also provides for more extensive driving education, mandatory alcohol and drug testing of drivers, and the establishment of a Drunken Driving Prevention Fund to be used for field sobriety tests and other administration costs to curb the incidence of drunken driving.
