Madueño heads DLR Support Services
Another brilliant Bicolano is holding a top and sensitive post in
the Arroyo Administration.
Gerundio C. Madueño, “Gerry” or “Khaliq” to his colleagues and
friends was appointed last January 2005 as Undersecretary for
Support Services and Foreign Assisted Projects, Office of the
Department of Land Reform (DLR). Before his appointment at the DLR,
he served as Executive Director of the Office of the Presidential
Adviser on Regional Development (OPARD) under the Office of the
President, coordinating various regional developments being
undertaken by the Presidential Assistant Systems from June 2002 to
December 2004.
He is a career government official who rose from the ranks
starting in 1976 as staff assistant, finance officer, and
eventually as deputy administrator of the Southern Philippines
Development Authority (SPDA). In 2000, he joined the Office of the
President as Director/Project Manager of the Presidential
Committee on Flagship Projects handling various foreign-assisted
projects. He occupied various positions in private as well as in
government-owned and controlled corporations. He is also involved
in various civic organizations like Lion’s International, the
Alpha Phi Omega Fraternity, and as VP of the Maharlika Foundation
that operates a madrasah or Islamic school.
Usec Madueño hails from Pamplona, Camarines Sur, and an alumnus of
the University of Nueva Caceres (High School Batch 1970). He
graduated from the Philippine College of Commerce (now PUP) in
Manila with a degree in Accounting. He holds an MBA from Ateneo de
Manila University, and recently completed his Masters degree in
Public Management from the University of the Philippines. He was
also a UNDP/ITC scholarship grantee in Advanced Management &
International Trade at the Brunel University in Southern London,
United Kingdom in 1992.
His contributions to the development of Bicol can be summarized as
follows: 1) during his stint with the Office of the President, he
was instrumental in reviving the Bicol River Basin Development
Project (Phase II) under the World Bank financing which is due for
full implementation in 2006; 2) he conceptualized the integrated
Bicol Development Master Plan covering six Bicol provinces for
financing by JICA, and was officially endorsed by the RDC V to
NEDA; 3) he also initiated the study of the proposed Roll on-Roll
off (RoRo) project, in coordination with a Japanese consulting
firm which will connect Camarines Sur, Albay and Sorsogon via
Masbate to Cebu, Ilo-Ilo and Samar areas to promote trade and
tourism.
