REHABILITATION OF PRISONERS. Tinangis Penal Farm located in barangay Tinangis in Pili, Camarines Sur is temporary abode to prisoners in the province. The penal farm is managed and operated by the provincial government of Camarines Sur under the able supervision of Provincial Warden Gilberto Tapel with the guidance of Governor LRay Villafuerte. The governor adheres to the principle that incarceration is a time for reformation and rehabilitation instead of punishment in order that these detainees may be able to assimilate back to society soon as they regain their freedom. TIGAON CELEBRATES ABACA FESTIVAL. Corollary to its bid in promoting the Tigaon, Camarines Sur as amongst the major sources of abaca in the region, Mayor Elmo L. Bombase (right) included “Abaca Festival” among the highlights of the annual town fiesta and even went to devise a competition among town folks skilled in stripping the leaf sheaths from the fiber for drying commonly known as “hagot”. The stripping, usually done manually uses “hagotan”, that could be translated as a pulling machine, which consists of a straight knife of several blades set into a knife rest or base, which can be clamp shut or released with a foot pedal. The leaf sheaths are inserted into the base, clamped securely over the stripper. The leaf sheaths are pulled away from the knives with a wooden pull by the worker, separating the leaf sheaths from the fiber. Tigaon is actually the first to demonstrate its support to the efforts of Gov. LRay Villafuerte in pursuing the restoration of a major dollar earner industry, abaca being an export-oriented commodity of which practically all of the processed products like pulp, cordage and fibercrafts are exported to various countries and from which, with raw fiber exports included, an average of US$80 million a year is easily generated.
