DAET, Camarines Norte - Displeased over the delayed opening of the Government Forum on Personnel and Administrative Matters in connection with the celebration here of the 106th anniversary of the Civil Service Commission, provincial administrator Napoleon Malaluan reprimanded employees from different government agencies in this province in front of Civil Service Commission regional director Cecilia R. Nieto Wednesday afternoon.

        “How can we honestly serve the public if we do not value time,” chided the provincial administrator, disappointed by the delay. He was to have his opening address inside the Sports Complex in this town at exactly 1 o’clock but the program started over an hour later.

        Regional Director Nieto also was dismayed that Mayor Badung Segundo of Vinzons town, along with some Vinzons municipal councilors, was the only local executive who attended the government forum.

        Employees of the local government of this town and of the other towns in this province including Mercedes, Talisay, Sta. Elena, and of several government agencies in this province were present during the forum.

        Governor Jesus Typoco Jr. failed to attend the forum.
