Rinconada power coop GM, execs face ouster

IRIGA CITY -– A warehouse supervisor here recently lodged an administrative complaint against the general manager and other high officials of the Camarines Sur III Electric Cooperative (CASURECO III) for alleged irregularities.

An insider told the Bicol Mail that such administrative case was filed before the National Electrification Administration (NEA) administrative committee (AdCom) just the other week with supervisor Helen Sergio and warehouse Paul Vela as complainants.

The charges came shortly after an audit was conducted by NEA on some employees, mostly from accounting department to render overtime work for almost a month.

The 4-man audit team, according to reports, was sent by the power firm to look into the reported irregularities inside the power coop such as “overpricing and purchases of materials without proper bidding.”

“Even if you refuse to talk, the records, will speak for itself,” a member of the audit team was quoted as saying.

Aside from GM Pedro Prestado Jr., respondents of the case include: administrative manager Perfecto Gascon; Board of Directors (BOD) President, Fabio Dinero Jr; Members: Ananias Gonzales, Norma Bravo, Leonardo Gabalfin, Florentino Bagayaua, Narciso Llorin, Osmundo Ubaldo and Warlito Carballo.

Of the 9 respondents, the GM was reportedly the first one to receive the subpoena which was handed to him while attending a convention in Manila, also last week.

Earlier, Prestado’s immediate ouster, through a resolution, was reportedly sought by the Rinconada directorate of Lakas-CMD, alleging, among others that he, except for three, had junked the rest of the party candidates including the governor, vice governor, Board members, mayor, vice mayor and the rest of councilors.

“The foregoing demeanor does not bespeak well of a party-mate/leader as it amounts to the so-called, “dancing with wolves,” In short, disloyalty,” the resolution stated. The same was unanimously approved during an emergency meeting of Lakas-members at Vice Gov. Sal Fortuno’s residence last June 19, 2007.

Prestado ran twice for councilor during the 2001 and 2004 elections but ended up a loser. On February 1, 2006, Prestado made it to Casureco’s top managerial post and has since been using “paglilingkod at pagbabago” as his battlecry, in a bid to reverse the power coop’s precarious financial status.

This reporter tried to reach the respondents for comment, to no avail.
