An eleven-man group largely composed of chairmen, secretaries and members of various provincial councils in Afghanistan, a country that has been in war for some three decades in recent times where the government system is far different from that in the Philippines, attended the regular session of the Sangguniang Panlalawigan of Camarines Sur last Tuesday, May 29 as part of their study tour to observe local government operations in several cities and provinces in the country. The study tour was arranged by the United Nations Development Program in cooperation with the Gerry Roxas Foundation and facilitated by the Ateneo de Naga University in Camarines Sur.
