SURPRISE VISIT. Governors LRay Villafuerte and Joey Salceda of Camarines Sur and Albay, respectively, were together again at the meeting of the Regional Development Council (RDC) in Villa del Rey at Camarines Sur Capitol Complex where President Gloria Macapagal-Arroyo Wednesday afternoon told the Albay governor to head the RDC while the Camarines Sur governor remains to be the head of League of Governors of the Philippines.
