Good Morning Judge

Wake-Up Call

There is more that meets the eye in City Dad Joseling Tuazon’s proposal to have the municipalities of Camaligan and Gainza annexed to Naga City. Although the proposal would take a long and tedious process if we have to consider the provisions of the Local Government Code, yet if realized it could enlarge the geographical limits of Naga City as for it to qualify for a separate congressional district. In effect, this will diminish the congressional turf of 2nd District Congressman Louie R. Villafuerte. The big question is: would he agree to that?

As events unfold during the investigation of the ZTE deal, the public has shockingly realized that this country is not only financially bankrupt and ask the question, are we morally bankrupt as well?

Had this deal not been brought to public consciousness, we would not realize how easy it is on the part of our public officials to manipulate and negotiate deals like the ZTE to the disadvantage of the country. Sadly the officials involved are so highly places, walk in the corridors of power and project the air of untouchability.

The study conducted by the Care Philippines World Wildlife Foundation and International Institute for Environment and Development on the hydrology of this city showing a continuing depletion of the groundwater level that could spell crises in the coming years should be taken by the Metropolitan Naga Water District as a wakeup call. As early as now, it may be well for the MNWD to tap other sources of drinking water for its coverage area other than the building of pump wells to extract ground waters.

Thru this column I wish to extend my utmost congratulations and felicitations to my ina-anak government prosecutor Bert Escaro for his appointment as RTC Judge of Daet, Camarines Norte, MTC Judge of the branch I vacated, branch 58 at San Jose, Camarines Sur and Assistant Prosecuter Raul Paulite as RTC Judge of Branch 56 also of San Jose, Camarines Sur. Their appointments are well deserved.
