MOA SIGNING. Camarines Sur Gov. LRay Villafuerte and DENR Regional Executive Director Joselin Marcus E. Fragada jointly signed on April 2, 2008 at the Convention Center, Capitol Complex, a Memorandum of Agreement (MOA} on the Libmanan-Pulantuna Watershed Management Project that entails massive tree planting activities specifically targeting the municipalities of Cabusao, Libmanan, Ragay, and Del Gallego. Also present were BRBWMP-PMO Asst. Sec. Tomasito Monzon, DA QIC Regional Director Jose Dayao, and 1st District Mayors. It was also an opportune time to launch in Camarines Sur the Earth Day People’s Caravan Whistiestop Program, a DENR-led convoy to harness awareness on global warming issues that started in Region 8 and will converge in Pampanga on April 4, 2008. CWC was a hotbed of activity during the highly competitive finals of the 3rd Cable Wakeboard Nationals wherein a local cable operator named Ricky Otilla, with his natural talent, radical tricks, and difficult maneuvers on the water, unwittingly pulled the board under the confident stance of two-time defending champion and world-ranked Arthur King of Metro Manila, heir to the Anito chain of motels, thus, winning for him the gold medal. Camarines Sur Gov. LRay Villafuerte, Otilla’s mentor and tireless promoter of tourism in the province is again gearing up for hosting the international wakeboard tourney that will bring in foreign and world-ranked riders from all over the globe come July this year.
